civi, from what i've seen. awards from icsid are usually paid by all countries (they dont want to PO world bank)...non payment is rare (i hav'nt found an instance of it) and compound interest is usually included in the award for post award payment timeline...

we are in some pretty unprecedented times...with 20+bil in arbitration looming over hugo his successors will probably get stuck with the debt and get loans from world bank to pay them off...

so, as usual, everybody but hugo gets f'd!
