In the PR where KRY announced that they were filing for arbitration against VZ they stated that "KRY seeks the restitution by VZ of KRY'S investments, including the MOC, and the issuance of the permit...". It appears to me that such strategy is being pursued to counter a change of control argument by the bondholders.
