I don't think so.

I would imagine it works the same way for the suggestion countries freeze VZ assets if they have companies with an arbitration case against VZ. Until VZ doesn't pay an award nothing will happen and even then it would have to be blatant.

It would be like trying to arrest someone for a crime they might commit. Nothing can happen until an act occurs.
