My take on the relevancy is this part:

"Venezuela will pay any ruling issued by the World Bank’s International Centre for Settlement of Investment Disputes that is in Exxon’s favor, Carlos Escarra, the country’s Prosecutor General, told reporters today in Caracas."

Awards (partial or in full requested amount) would be a case by case basis based on the strength of the case.

One other reminder about Exxon...they have an ICC case as well as the ICSID case.
