We read iscid is effective for 6 mo after any country resigns from icsid but things go on so slowly in iscid that 6 m means nothing.

I won't go through you whole post but will clear up one thing. The statement above refers to new cases being allowed for 6 months after a country withdraws from the ICSID. This allows companies to still file even if a country tries to avoid arbitration by withdrawl.

I will comment on the whole idea that VZ can just take their ball and go home. Nothing that comes out of VZ can be trusted. Whether they believe in their BS or not doesn't matter. Their laws and constitution change on a regular basis. The whole reason the ICSID exists is to protect companies and countries from exactly what VZ says they want to do.

VZ can move all their assets home if they want but unless they are able to survive without any financial dealings with other ICSID members there is a mechanism to get paid.
