July 19, 2011	The Secretary-General registers a request for the institution of arbitration proceedings.
September 27, 2011	Following appointment by the Claimant, Mr. Marc Lalonde (Canadian) accepts his appointment as arbitrator.
October 17, 2011	Following appointment by the Respondent, Florentino P. Feliciano (Philippine) accepts his appointment as arbitrator.
November 04, 2011	Following appointment by the parties, V. V. Veeder (British) accepts his appointment as presiding arbitrator.
November 08, 2011	The Tribunal is constituted in accordance with Article 37(2)(b) of the ICSID Convention. Its members are: V. V. Veeder (British), President, appointed by agreement of the parties; Marc Lalonde (Canadian), appointed by the Claimants; and Florentino P. Feliciano (Philippine), appointed by the Respondent.
