joe, with memorials/counter memorials/jurisdictional bs from venezuela who knows how long it will take? i'm looking at it this way:

1. icsid now says it takes 3 1/2 years for an average conclusion (no mention of how long it takes to collect). most cases are settled/dropped so i'm not sure if this includes those.

2. venezuela has been dragging these things out as long as possible (vannessa is over 7 years old and one of the longest icsid cases now)

3. will venezuela cough up the dough the day of the award? c'mon

i think 5 years is fair if we have to go the distance (and can)...all things considered.
