Nothing Hugo says helps anyone but Hugo. This is nothing Hugo hasn't said before.

I don't expect Hugo to write a check and apologize for being an idiot but I do expect the award to be collected by using the tools available through the World Bank. I'll worry about collecting after we make it out of CCAA and win our arbitration case.
