1. Again, and again, mechanisms exist to collect.

Specifically to this "story".

1. Chavez speaks to Exxon only in this article based on, what he believes, is a long term "rob" from Exxon of Venezuela.

2. It is easy to be a blowhard about an ICSID case that is still in process.

3. He is paying the full amount in ICC case, he will pay the full amount in the ICSID case when/if an award is rendered. Standard rhetoric from him, especially in an election year.

If he wasn't going to stand by it, why would he even participate in the process?
