In fact, an award by the ICSID tribunal can be enforced in any of the 157 nations that are signatories to the Convention. Thus, any nation that buys oil from Vz. and owes it money for that oil can have that money levied upon, whether that money is paid by way of electronic bank transfer or otherwise. Unless Vz. stops selling its oil, enforcement should not be an issue except for other parties that also have ICSID judgments and are seeking to enforce them. In that regard, first come, first served.
