Chavez pays Cubans to move to Vz ????

Today, I met a guy that had moved from Vz and is now living in South Florida. We got to talking about Chavez and the election and he informed me that over the past year, Chavez had paid 100,000 Cuban people to move their residency from Cuba to Vz to back his socialist party and vote for Chavez in the election. He paid them to move and then he's been paying them to live in VZ. ( and I would guess work too)

Has anyone here heard or seen any articles to verify this. It might just be here say but its something that hc would do. ???????
