I read this like:

US cannot go there, so they send Canada.

When you go there is because something (new changes in government will happen), so if US/Canada are invited well in advance is a good sign in my view.

New pics with Chavez and daughters are more propaganda pics to keep Vz people busy up to when, they make plans with the new government/changes will take place.

It does not look Chavez's face at all, more like fake pics to distract people.
