Much hinges on GRZ being able to finance and advance the project. Today on Bay Street, projects of merit in sound jurisdictions are difficult and costly to finance - never mind the credibility of a Vennie Agreement (isn't this the 7th or 8th potenytial operator for the project when you count in all the Russian and Chinese Agreements the Vennies announced).
