I'm not sure this says anything about whether Trump is a clown or not. It does say a lot about misinformation.
$150 billion is an exaggeration - it is likely less than $100 billion perhaps $35 billion but most importantly it was Iran's money in the first place seized through sanctions. All Obama did was remove sanctions in exchange for ensuring Iran could not develop a nuclear weapon. It cost the US nothing and it slowed nuclear proliferation - a shame the same deal hasn't be done with North Korea - a situation Trump has inherited and initial negotiations seem bellicose rather than deal making.
Rosatom bought Uranium One (a Canadian company) which has some production in the US (about 11% of US production). CFIUS approved the deal (Hillary Clinton was not on the CFIUS panel). None of the US mined Uranium is allowed to leave the US. Rosatom acquired Uranium One for its Kazak mine.
Bill Clinton is regularly paid over $500,000 for speaking engagements as are a few speakers (Tony Blair, Colin Powell, etc.). Trump charged $1 million per speech and was probably the highest paid speaker before becoming president. Most "celebrity" speakers take in $100,000 or so per speech.
