The mining plan might not be worth that much or nothing at all. My thought is that a plan consists of two parts: survey information, (which could be of value, but VE may already have this information) and a mining/facility/roads plan.
If I recall correctly, the Chinese were going to consolidate the various areas and create a plan specific to that enlarged area. A specific plan for just part of the area wouldn't seem to necessarily have much value to whomever would be mining.
Also, legal niceties aside, the VE government would have a copy of KRY's plan as it would have had to been submitted with the request for the environmental permits.
