Plenty of turnip left to squeeze. They are not as broke as they appear to be. PDVSA/Citgo has a lot of assets that can easily satisfy the claims. It's not a matter of if, but when and how much at this point. More details should come to light with the unsealing of this "secretive" KRY/VZ settlement soon.
