I think the problem is that this is highly political right now. They enforce it and obviously the regime comes down but they need to deal with the fallout. Maduro also made some deal with the Russians with CITGO as collateral and this may have some implications. Perhaps they just want this on their own terms/schedule as part of some bigger strategy that we are not seeing right now but will become clear later. My 2 cents.
