In the scheduled Conference the SCOTUS will decide with a vote of four or more Justices:

1.- Should the Cert be granted?

      a) If the vote is at least 4 yes: the Cert is approved.

       i) The oral argument is scheduled and the parties are asked to issue briefs ON THE LAW (no                new facts or review of the facts are allowed).

      b) If the vote is al least 4 Maybe: More input is required

       i) Case is reschedule for vote at a later conference,

       ii) The required input (e.g Solicitor General, Court of Appeals, etc.) is requested

2.- if the vote is less than 4: the Cert is rejected and the case is sent back to the DE District Court
     for execution.
