Maduro: "Venezuela needs a new National Assembly that will rescue CITGO, that will rescue the gold bullion in London and rescue the billions of dollars frozen by the US and Europe" ...

Maduro acknowledges that there are billions of dollars stached in the U.S. and Europe.

How come everybody else is not trying to get these funds to collect what they are owed?
