There is so much activity going on in getting these bids plus the support and cost required to create them. Must be in the thousands. Time and energy. Lawyers, courts, delays etc. Money enclosed with the bids, etc,etc.

There must be a point-of-no-return so that no matter what Cigo does to try to pay back, its too late. Or Citgo pays all costs to all bidders.
