I think the 3-6% royalty is the reason no permit has been granted. If you owned all the gold and hired a laborer to supply his equipment and some expert personnel would you give him 94-96 % of the refined gold? I think Chavez would have second thoughts about that deal and would go for someone who would offer a 49-51 % split. I would be a lot easier to sell to the legislature and populace in general. What do you think?
