take $1 trillion and make it available to the FDIC.....

tell all banks "you're on your own boys...your depositors are gauranteed up to the amounts we said they would be"......

take the other trillion and stick it in the FHA....impose a 1 time tax relief that basically says "if you buy a primary residence in 2009' the full amount of the purchase price is tax deductible over a period of 10 years.....
