The use of the laws like political weapon worries to the Episcopado

“The work of the governors must be based on all and not of a single group. With the recent laws and judicial decisions there are evidences of which this favoring itself to a bias”, said yesterday to the auxiliary bishop of Caracas and Secretary General of the CEV, Jesus González de Zárate, whom in press conference it presented an official notice the episcopado one by the beginning of the Easter.

In the writing the directive of the Episcopal Conference warns on the risk that runs the democratic system due to “the promotion of an atmosphere of political polarization, the exclusion of citizens by ideological causes, the moral disqualification of the adversary and the increasing concentration of being able in the Executive”.

On the matter González de Zárate indicated that while the organisms of the State lead themselves to investigate, to process and to judge political leaders of the dissidence it seems effective much less the Executive in the control of the insecurity, the delinquency, the kidnapping and the corruption.

“There is sufficient diligence of the organisms jurisdictional public and to respond to the insecurity situation that our town lives and that causes suffering? This question every day responds the Venezuelan to it with its denunciations. The same rapidity that is used for specific cases must always show, without concerning the political color”.

With reference to the case of Commissioners Jurisdictional Lazaro, Henry Vivas and Iván Simonovis and of the eight Metropolitan Police, sentenced to between 16 and 30 years of prison by the events of the 11 of April, the Secretary General of the CEV said that it is clear that its judgment puts in evidence the irrespeto to the guarantees of the processings which begins with the four years of duration, and culminates with the question of if really justice with that decision were restituted.

In the official notice the Episcopado calls to the authorities to listen that society that it demands, that exerts their functions with “justice, freedom of brings back to consciousness, honesty and transparency”, based on the “respect to the dignity of the person without letting itself drag by particular interests”.

Another one of the points that the manifesto of the Cupola of the catholic Church presented approaches by the secretary of the CEV is the one of the recentralización against the Constitution and the will expressed by the Venezuelans in the elections of the mayors and governors of the 23 of November of 2008.

“They undress to the national, regional and municipal instances of its legitimate autonomy and put in serious risk of collapse to the democratic system”, indicates the writing.

In this Zárate sense it indicated that “the decentralization shows a level of maturity in the democracy. It asserted that “it is evident that the laws that are being approved in the National Assembly to remove to competitions the mayors and governors, imply “a backward movement because they move away of the people of his needs the scope of the decisions”.

“The Venezuelans have demonstrated, and particularly in the last years, that we want to grow in democracy, to mature in democracy and to take part in the decisions that affect to us”, the bishop said while he emphasized that if exists faults in the decentralization “the logical thing it is to correct them and not to eliminate them”.

In another order of ideas the writing of the CEV shows the alarm of the bishops by the violence and the insecurity that “has seized of all the territory, spilling the innocent blood of our town”.

The prelates question that even with the measures adopted by the authorities “hampa, the kidnappers, the sicarios, the narcotics traffickers and the smugglers continues acting in all the country with impunity”.
