I am betting on both. TSLA wants someone big enough to kick in a lot of money. This rules out EFL. TSLA wants the environmentally friendly process (think lisence to Panasonic). Initial production pending GIGA plant startup. I am thinking the plant expansion now in progress at the existing EFL plant.

I am also wrong a lot.
