The idea that the Canadian version of this module would use batteries manufactured in Canada (or N.A.) makes some sense, and there is a peripheral relationship between Canadian Solar and EFL. I am sure that EFL would/will announce that type of contract if it comes to fruition, so obviously wait and see. Also, I am not sure that these would be huge sellers in N.A. and the amount of revenue it generated would likely be low anyhow. It all adds up though, and at the end of the day EFL is only concerned with manufacturing Li-ion cells. What product they are ultimately used in doesn't much matter.
