All these artickes about TerraE mention a 4 giga watt hr capacity plant.  I have come to the conclusion that is what will be constructed starting this Summer.  The 34gwhr capacity is what is the planned max capacity should be in years to come.  Way down the road.  Here is the link to another article where TerraE & Litarion are mentioned.
