For now I think this is a pilot plant described in the article as "demonstrators" .

Well I interpreted it as they were going to build different types of battery cells in batches to use as demonstrators,  They will build radial (cylindrical) in a couple sizes and they will make large format pouch cells.  It may be the LC50Q.

Funny how two people can read the same article and come to different interpretations.
