In order to sell to China, one has to manufacture in China (as you've suggested to do)
Unfortunately, it has been discussed (for years) how China then steals technology from these foreign companies as they're forced to operate in a not so free market environment. IMO, ELVA as such a small entity, would be at the mercy of Chinese abuse.
ELVA's strategy suggests they believe they can compete with China once they start to manufacture cells in Jamestown. That's the whole idea of needing the assembly lines. If so, no need for such a drastic move.
Plus, if DJT wins, China will be in a world of pain. Tariffs, tariffs, tariffs.
