Washington bureaucracy could rescue Democrats from their EV tax credit problem

What if Electrovaya made batteries in the US with Lithium sourced from Thacker Pass in Nevada?  Would that tip the balance and make that vehicle tax credit worthy?  Many twists and turns left in this road!!
