** Canadian silver miner's U.S. listed shares down 5 pct at $2.20 premarket

** Production at company's El Compas mine in Mexico halted for maintenance and will not reach mine's production forecast for the year

** Company to reduce general and administrative costs across all departments, including investor relations marketing

** "This austerity program is our proactive response to the current low metal prices", says CEO Bradford Cooke

** Up to Tuesday's close, stock had fallen ~1 pct on TSX and ~3 pct on NYSE YTD (Reporting by Shanti S Nair and Karan Nagarkatti in Bengaluru)
