"Andrey Alekseevich Shtorkh" is obviously "Andrei Shtorkh", senior spokesman for Renova .
Perhaps Andrei Shtorkh is a common name, but considering that Google could only come up with a few hits, I doubt it.
This is from a 2000 article:
"Acting President Putin dismissed on 4 January Senior Presidential Aide Andrei Shtorkh"
And this is from a 2002 article:
"Slavneft Vice President Andrei Shtorkh...."
(Slavneft being a very large Russian Oil company owned 50/50 by Gazprom and TNK-BP)
