I don't think so. Remember, there are two camps. On the one side, there are those who do not believe Exxon will move to phase 2, and on the other side are those who believe that Exxon is not done with the Makó trough. Since no one is in the know about what Exxon's intentions are, Szabó had no choice but play along with the worst case scenario.
