I does state in the Early Warning Report that "the investor" does not currently intend to seek to influence control of Falcon in the future. But then again, by definition in the report, "the investor" is Burlingame only. Renova is defined as being "the co-operating shareholder". No mention of them not intending to influence control.
Of course even if they say they have no intention of doing so, that wouldn't mean very much given their history.

Renova Denies Rumors About Victory Industriebeteiligung AG's Stake In OC Oerlikon
OC Oerlikon Corp AG’s shareholder Renova Group has clearly denied it has plans to make a bid for Victory Industriebeteiligung AG's stake in OC Oerlikon. Renova spokesman Markus Blume told sources, 'This is not true. We have no such plans.'

ZURICH (Thomson Financial) - Renova Industries Ltd. has hiked its stake in Swiss technology group OC Oerlikon Corp AG. to 39.1 percent by acquiring a 14.1 percent stake from Austrian company Victory Industriebeteiligung AG.
