Actually they do. Except, first the 'Market Makers' transfer most of the shares into their account. Then, many months later they make a private deal for a substantioal gain.
Like they did back in 2008 with Avelar for $0.88. There is no way Avelar could have bought 44 million shares on the open market for that price.
