Article released in May states the granting of exploration licenses would probably happen even earlier than was originally expected (Aug 2015) so has anyone any insight as to what the holdup may be? http://www.shalegas.international/2015/05/11/south-africa-shale-regulations-finalised-licencing-imminent/
