What was the reason for the timing of Champion's last news release. Why give a NPV now?

"The PEA study shows a Net Present Value (NPV) of US$ 1.637 billion at a cash flow discount rate of 5% based on an Iron concentrate production rate of 7 million tonnes per year at a grade of 65% Iron. The internal rate of return (“IRR”) for the project is 24.8%."
Smith says they still have 9 mil to spend by end of Dec and intend to triple the ore estimate by then. 388 million tonnes grading 29% Total Iron times three. wow, and there's still 14 properties plus Lamalee to discover. Then drill another 9 million beginning 2011.
So what prompted them to offer it now? Any guesses? Financing?
I hope Larsen has something cooking right now, and is politely dropping surrounding Majors a warning for potential competitive bidding.
AMAZING: there are rumors buzzing around like an infuriated hornets nest, yet a dead Agoracom site, last posted by Rago Aug 1st. With the volume Champions been trading at, it says to me people are accumulating and don't want to rock the boat till they've finished. Or Champion is entertaining the big league share holders, whom the ROF companies haven't dined with yet, and whom probably don't post here.
Smith is extremely excited about Champion. As long-suffering shareholders we need to make sure we get our piece of the pie when it's time for desert. Once Champion gives FNC $4 per share, I want it all. Smith can use the 1.5million Champion shares for exploring grass-roots projects and negotiate more with NSR.
