I have seen this issue coming up in many forums recently.

As another idea - how about Agoracom have a third option presented to the Hub Leader/President - "Way Off Topic" next to the delete option. At the Hub Leaders discretion they can hit "Way Off Topic" and it gets moved, not deleted to the newest Way Off Topic Forum just under the Off Topic button. Not deleted and out of main view . The basher/negative poster will not be impressed and those who wish to wade through the mirky waters of the Way Off Topics can do so and still report it as a violation.
