Limting new members to no ability to give ratings until they have demonstrated some participation over a certain period of time is an excellent idea, limiting them to 10 ratings would be a no change situation. All the attacks happen as a result of new members who sign up to create whatever havoc they can with Hub Leaders and George being the main target and it's been this way since the beginning.
