Depends on why...

Five plus years ago when I came to town, hardly anyone was appointed. Each of us earned our way up the ranks. If you are overseeing a hub that has a ton of traffic, strong personalities, a waning SP and a long wait ahead, stuff will happen. I'd like to think that I have been a fair and laid back HL, but my opinion and some necessary action I have had to take through the years, has made me at times the target for a ratings cut in an effort to destroy my HL status, from a 3.9+ down to 3.4. I was the last on one hub to not be appointed and then eventually had to have that status locked in.

You will see some of our best and most active HL's have lower scores. As you know, being an HL is a difficult and heated job at times. One makes many enemies by actions they sometimes have to take. It's not all black and white. I think Admin looks at this on a case by case basis. They know what members are solid and doing their best to keep Agoracom clean, relevant and useful.
