I think Hugo thought Venezuela was going to win but now he has been told they have lost. As a last attempt to try and get a better deal and to save face, Hugo has passed it off to the Chinese and is leaving it to them to deal with GRZ. However, the Chinese are also trying to make other deals, such as the Nexen purchase, so IMO they will settle with GRZ. Hopefully we will get something close to what GRZ was going after.
