To answer the question whether the mill was in operation as late as August of last year, the effluent pipe appears to be discharging into the tailings facility under the water level, based on cloudy, unreflective water by the tailings dam. The tailings facility has filled substantially over a previous photo:

The company was producing unrefined doré when they had claimed the mill had been shut down months before. Evidently the mill was in production until much later instead.
