Silver and gold are still over the lows of the last take down and rising. ECU however seems ot have a new low, so no nothing to do with silver and gold, other than small holders trying to rescue cash and selling at what would be the bottom. As this is still over the August low it might also be stop losses being triggered, which happens automatically with computerised trading.
