You sell a stock, you don't deliver - you still pay borrowing charges. So why go naked? Try it yourself and see. Google naked shorting in Canada and see how little comes up and how irrelevant it is. Also, apparently it's not even illegal in Canada, that's because there is no advantage to doing it - in fact it probably costs more - esp. for institutions.
Cannacord ( maybe Canada's biggest investment house) was fined $85,000.00 a few months ago, for: Naked Shorting....
