Per your example of Mexico - The government has more income from oil but at the same time the price of corn has shot up just as much if not more. The poor peasant does not see the benefit of oil income but he sees the price of his tortilla.

To the low guy in Mexico, Ethiopia, Bangladesh and similar countries, that is a crisis.
