Had it been me wishing to buy or sell at 20 cents and I was looking at the following with a bid of 0.19$ surfacing:

I deal with three brokers, all small accounts, one of which has expensive commission of 28$ on a 1000 share trade.
Another while charging $10 on same if together, charges extra if it is collected in bits and pieces.
So I would sell the two lots and get stuck with a 28$ fee from one and a typical $20 from the second. To get my 1000 shares I would have to go to 17 cents. No way.
I often sit and watch with and order form filled but not executed until the lots offered or bid are sufficient in quantity to cover me.
For a cent difference I am willing to get all at once and perhaps save 10$ or more.

So my answer is that someone was sitting just for you to come along and place an order with a sufficient difference and in sufficient quantity to save them an extra commission fee.
No not all trades are by brokers that can trade all day long one or two lots at a time.
And no it was not me, I have not bought any warrants yet.
