What a bunch of scumbags. At least the situation has improved compared to a couple of years ago when California State government confiscated SDBs after only a single year of inactivity. Despite that I fail to see how the suits and ties can justify raiding SDBs if the registered owners are still paying their yearly rental fees? Using the same analogy, why not confiscate homes or cottages that have sit vacant for 1-3 years, even if the owners have paid up their property taxes in full? Shhh. Better not give the dirtbags any more ideas.
