Can this lady be that dumb or is she just a very good liar?

she really is that dumb. it looked like her underlings behind her were trying to feed her some answers, but even that didn't do any good. she was woefully unprepared, and managed to talk for five minutes without actually saying anything. 9 trillion dollars? no, i don't know where that went...am i supposed to know where that money went? is that our job?...we'll have to conduct a review. uh...what was your question again?
