The last thing they want is all the crooks in jail. That would mean that most of THEM would have to join.

What they want is the publicity of them putting crooks in jail, be they real crooks as in Madoff's case, near crooks as in Conrad Black or not so much as in Martha Stewart.

The more publicity the better they look, the hell with justice.
