The Cartel can influence a market, but only influence it. Looks like their impact is leaving much less of a footprint than it used to. Last week when they sold 1,000 or so tonnes of Gold they managed to bring the price down for the auctions, but the price came back up way sooner than it used to.

No matter what you can't keep running deficits, buy your own debt (hence print more dollar) and keep interest rates down. This is why every intervention becomes less succesfull.
