I think the linkage of the exploration planning with available funds could mean any of several things.

ECU will have to decide if they want to move potential metals into inferred or inferred into measured and indicated vs further exploration of the massive sulphides. While at first glance investors might say the massive sulphide of course!, it may be that ECU wants to shore up the shallow oxide resources they have or drill the oxide portions of the recently discovered Ternerras East veins, both of which would impress the bankers that ECU is viable over the moderate term. Also the massive suphides have great potential, but are not going to put any money into ECU's bank account short term and are costly to drill.

ECU will have to determine how many and what capacity drill rigs they will subcontract. They also need to get onto the drillers schedule, though I can't imagine finding eager drillers is a problem at this time. They also may need to make partial advance payments or pay off accounts payable before they get the subs to mobilize.

Also, inorder to reduce drilling lengths, they may want or need to provide additional underground access via further excavation.
